    According to the victim, Mr. Waters was the victim’s art teacher during the student’s freshman year in high school. The victim reported that in 2002 Mr. Waters began the sexual abuse. According to the victim, the abuse continued for years.

    The victim stated that in the summer of 2003, the defendant Raymond F. Waters introduced the victim to Allan Harbatuk. According to the victim, following this meeting, Harbatuk also began to sexually abuse the victim. These incidents of sexual abuse occurred in both Toms River, New Jersey and Hillsborough Township, New Jersey.

    In 2003, the victim worked at Joseph A. Citta Scout Reservation in Barnegat during the summer. During this time, Waters was a Boy Scout leader with Boy Scouts of America. According to the victim, acts of was sexual abuse also occurred at the Joseph A. Citta Reservation. These acts were allegedly committed by both Waters and Harbatuk.

    Retired New Jersey teacher and Boy Scout leader among two men charged with sexually abusing boy, then 14: DA

    Raymond F. Waters, 63, and Allen Harbatuk, 68, both of Hillsborough, N.J., were arrested and charged with sexual assault and endangering the welfare of a child on Wednesday, prosecutors in Ocean and Somerset counties announced. Waters was an art teacher at Toms River High School North when he began abusing the victim as a 14-year-old, Ocean County Prosecutor Joseph D. Coronato said.

    He claims Waters introduced Harbatuk to the boy during the summer of 2003 when the youngster worked at Joseph A. Citta Scout Reservation in Barnegat Township, N.J. Waters doubled as a Boy Scout leader at the camp, where authorities said both he and Harbatuk abused the boy.

    Ex-Toms River teacher charged with sex assault

    Raymond F. Waters, a Hillsborough resident, was charged with sexual assault and endangering the welfare of a child following a 10-month investigation, according to a joint statement from the Ocean County and Somerset County prosecutors’ offices. Judge Joseph Foster set Waters’ bail at $75,000 and ordered a “Nicole’s Law” restraining order, authorities said. Waters was accused of sexually abusing the victim during the former high school student’s freshman year in 2002 and continuing the abuse for years, authorities said.

    Raymond F. Waters, 63, and Allan Harbatuk, 68, both of Homestead Road, Hillsborough, have been charged with sexual assault and endangering the welfare of a child, Ocean County Prosecutor Joseph D. Coronato and Somerset County Prosecutor Geoffrey D. Soriano said Thursday ... The victim told authorities that the sexual abuse began in 2002 when Waters was his art teacher, and continued for years, according to the prosecutor. Harbatuk began sexually abusing the victim in the summer of 2003, when Waters introduced him to Harbatuk. The sexual abuse incidents occurred in both Toms River and Hillsborough Township, Coronato said.

    The victim worked at the Joseph A. Citta Scout Reservation in Barnegat during the summer of 2003. Waters was a Boy Scout leader with Boy Scouts of America at the time. The sexual abuse by Waters and Harbatuk also occurred at the Boy Scout camp, the victim told authorities.

    Former Toms River teacher, Hillsborough man accused of sexually abusing teen

    Raymond Waters, 63, and Allen Harbatuk, 68, both of the same Hillsborough address, were charged Wednesday with sexual assault and endangering the welfare of a child, according to the Ocean County Prosecutor’s Office. A 10-month investigation revealed that Waters, who was the teenager’s art teacher at Toms River High School North, started abusing the victim in 2002, and continued for years, authorities said. The victim was a freshman student when the abuse started, authorities said.

    Waters introduced the victim to Harbatuk, who also began sexually abusing the teenager, authorities. Harbatuk is accused of sexually abusing the teenager when he was 14 years old and continued until he was 17 years old, according to the Somerset County Prosecutor’s Office.

    The sexual abuse occurred in both Toms River and Hillsborough, the prosecutor's office said, but did not specify where it happened. The men are also accused of sexually assaulting the teenager at the Joseph A. Citta Scout Reservation in Barnegat during summer 2003, where the victim worked, authorities said.

    Former N.J. art teacher convicted of sexually assaulting student 20 years ago

    A second man — a former high school art teacher in Toms River — has been convicted of sexually assaulting a teenage boy he had as a student two decades ago. A jury found Raymond Waters, 71, of Pawlet, Vermont, guilty of five counts of aggravated sexual assault and 13 counts of sexual assault, the Ocean County Prosecutor’s Office said Thursday. Walters’ now 76-year-old husband, Allen Harbatuk, was convicted in 2018 of sexually assaulting the same boy and sentenced to a seven years in state prison.
