Zappala says Plum grand jury should finish work by end of year The grand jury investigating the Plum Borough School District in the wake of teacher/student sex scandal should wrap up its work by the end of the year. That was the prediction given today by Allegheny County District Attorney Stephen A. Zappala Jr., who took questions from reporters after a news conference about improvements at a housing complex in Duquesne.
