    System flaw kept convicted teachers in classrooms

    Jon Calloway never should have been allowed to return to the Champion Middle School classroom where he taught special-needs children. In October 2013, he was charged with choking his child’s mother -- resulting in scratches, red marks and slight swelling — while she held their son. He then allegedly sped off for several blocks with the passenger door open while the mother clung to her unrestrained son, police reported. Columbus police arrested Calloway on charges of assault, domestic violence and child endangering -- offenses that should have kept him away from students.
