Police say they began investigating [Matthew B.] Puterbaugh on February 20, after a 12 year female student at the Dover Intermediate School reported to school officials that Puterbaugh had inappropriately touched her the day before. The student said that during her Music Ted class, Puterbaugh leaned over to explain something, as he did, his hand caressed and squeezed her thigh.​

During the course of the investigation, investigators seized computer equipment from the School District that had been assigned to Puterbaugh. He also surrendered his personal cell phone and provided investigators with written consent to search its contents. During a cursory exam of the cell phone, numerous video files that appeared to be school aged females were found. The videos appeared to be focused n the breast and pubic region of clothed females. Several of the videos were taken from an angle that captured undergarments worn under dresses.​

On February 20, executed a search warrant on Puterbaugh’s Dover Township home. Police seized computers, hard drives, and a digital camera. Puterbaugh’s Dell desktop computer was found to have 661 images of children engaged in sexual acts. None of the pornographic images were of children who attend or who have previously attended Dover Area School District.​

A computer seized from Puterbaugh's home was found to have 661 images of children engaged in sexual acts, according to police. The images appear to have been downloaded from the Internet, and none were of current or former Dover students, police said. The computer also contained more videos of Dover students that were similar to those on Puterbaugh's phone, police said.​

Puterbaugh surrendered his personal cell phone to Investigators and provided them with written consent to search its contents. During a cursory exam of the cell phone, Investigators located numerous video files that appeared to be of school-aged females. The videos appeared to be focused on the breast and pubic region of clothed females. Several of the videos were taken from an angle that captured undergarments worn under dresses. NYCRPD Investigators applied for and were granted a search warrant for the home of Matthew Puterbaugh. On Feb. 20, NYCRPD Officers executed the search warrant on Puterbaugh’s Dover Township home. Computers, hard drives, and a digital camera were seized from the home. On Feb. 21, NYCRPD Investigators were granted three sealed search warrants by. These search warrants were obtained in order to perform a forensic examination of the contents of the computers seized from the school, Puterbaugh’s home, and Puterbaugh’s cell phone.

Forensic examinations of the devices began on Feb. 21. The videos found on the cell phone were extracted and still photos of the faces of the students were provided to Dover Area School District Officials for identification. The School District Officials were able to identify many of the faces as either current or former students of the district.​

Police got a warrant to search his home and seize some equipment. A search of Puterbaugh's home computer revealed 661 images of child pornography downloaded from the Internet, police said.​

Puterbaugh leaned over her to explain something and his hand caressed and squeezed her thigh, police said. School officials notified police and a joint investigation began. Puterbaugh was immediately suspended, police sad.​

Puterbaugh’s home was searched at 2:45 p.m. Feb. 20 and computers, hard drives and a digital camera were seized. Police said 661 images of children engaged in sexual acts were found on a computer that was seized from his home. None of the pornographic images were of children who attend or who have previously attended Dover Area School District, and the images had been downloaded from the internet, police said.​

Northern York County Regional Police say 46-year-old Matthew Puterbaugh, a music teacher at Dover Intermediate School, had the images of children engaged in sexual acts on his home computer. They also found videos that Puterbaugh took of students on his cell phone without their knowledge. Police believe this may have been going on for more than a decade.​

So far, police say they have been able to identify 15 current or former female students at the school in the videos. They were all fully clothed and seemingly unaware they were being recorded. Police say they have a few more students to try to identify.​

February 27, 2014 at 1:00 PM, the Northern York County Regional Police Department arrested Matthew B. Puterbaugh, age 46 of 1000 Conewago Road in Dover Township. Puterbaugh was charged with 661 counts of Possessing Child Pornography and one count of Possessing Instruments of Crime. ​

Puterbaugh was arraigned before MDJ David Eshbach and bail was set at $250,000.00. Puterbaugh was then taken to Central Booking for processing and transported to the York County Prison.​

The investigation into Puterbaugh began on February 20, 2014 after a 12 year old female student of the Dover Intermediate School reported to school officials that Puterbaugh had inappropriately touched her on February 19, 2014. The student advised that during her Music Tech class, Puterbaugh leaned over her to explain something, as he did this, his hand caressed and squeezed her thigh.​

The Dover Area School District made immediate notification to the Northern York County Regional Police School Resource Officer that is assigned to the District. NYCRPD Investigators and school officials began a joint investigation into the complaint.​

The School District suspended Puterbaugh immediately. ​

On February 21, 2014 NYCRPD Investigators were granted three sealed search warrants by York County Court of Common Pleas Judge Gregory Snyder. These search warrants were obtained in order to perform a forensic examination of the contents of the computers seized from the school, Puterbaugh’s home, and Puterbaugh’s cell phone.​

Forensic examinations of the devices began on February 21, 2014. The videos found on the cell phone were extracted and still photos of the faces of the students were provided to Dover Area School District Officials for identification.​

The School District Officials were able to identify many of the faces as either current or former students of the District.​

​

A Dell desktop computer that was seized from Puterbaugh’s home was forensically examined and was found to have 661 images of children engaged in sexual acts. This child pornography is consistent with pornography that is downloaded from the internet. None of the pornographic images were of children who attend or who have previously attended Dover Area School District.​

Additionally, the computer contained more videos of students from the Dover Area School District that were similar in nature to the videos located on Puterbaugh’s cell phone.​

​

On February 27, 2014 at 6:00 PM, the Northern York County Regional Police Department and the Dover Area School District held an informational meeting with the parents of the students who were identified in the videos. The investigation into the videos and how they were made continues. Additional charges will be brought against Puterbaugh at the conclusion of that investigation.​

Police say a 12-year-old female student of the Dover Intermediate School told school officials that Puterbaugh allegedly touched her inappropriately on February 19th. Police say the girl told police that Puterbaugh leaned over to her to explain something during her Music Tech class. The girl said as he did this, his hand caressed and squeezed her thigh. The other story involving schools and police on Friday's front page reported a longtime Dover Area School District music teacher had been charged by Northern York County Regional Police with 661 counts of possessing child pornography. Matthew B. Puterbaugh, 46, of the 100 block of Conewago Road, Dover Township, was arrested after police said a 12-year-old female student at Dover Intermediate School reported he inappropriately touched her. School officials immediately called police, who investigated and allegedly found child pornography on his computer. Police also said they found videos of the breast and public regions of clothed students on the suspect's phone. Some of the videos were shot so as to see undergarments, but police said none showed students undressing, and none of the girls seemed to know they were being recorded.​

Puterbaugh was arraigned on the charges Thursday afternoon. He remains in York County Prison on $250,000 bail, a prison official said. Investigators also found videos of clothed school-age girls, some of whom were later identified as current and former district students, on the computer and on Puterbaugh's cellphone, police said. The videos focused on the students' breast and genital regions, but the students were clothed, police said. ​
