Luling teacher arrested on molestation charges 9 May 2012 A health and physical fitness teacher [Troy W. Quinn] at R.K. Smith Middle School in Luling was arrested Friday after allegedly having inappropriate sexual contact with a 13-year-old girl at the school ... Quinn was booked with three counts of molestation of a juvenile and one count of indecent behavior with a juvenile. He is being held at the Nelson Coleman Correctional Facility in Killona. Yoes said Quinn is accused of having inappropriate sexual conduct with a student at the school three times from February to May on the school’s campus. Quinn] who was recently arrested for molesting a student was arrested in 1997 and forced to resign from the Army, according to federal arrest records ... Federal arrest records reveal Quinn was arrested in 1997 when he was a member of the Army for "fraud against the U.S. Government." The charges against Quinn were dropped when he agreed to resign from the Army instead of undergoing a court martial, the military’s version of a criminal trial. ... Louisiana State Police Public Information Commander Capt. Doug Cain said their background check procedure has tightened up since Quinn’s hiring.
