    Todd Allen Reich, 38, was arrested at Martha Hunt Elementary School, according to a WFAA story. Reich first started the contact with the victim when she was in kindergarten. He would rub her back, which escalated into touching her behind and breasts. Records show he also made the victim touch his private parts over his clothing. He threatened to kill her family and dog if she told anyone. WFAA also reports that the school’s principal warned Reich to stay away from the student.

According to an arrest warrant affidavit, during the 2009-2010 school year Reich allegedly touched a 9-year-old's breast and back side. The affidavit said he also made the girl touch his private area and then threatened to kill her parents and dog if she told anyone.

    CBS 11 News has learned that Plano school officials never notified Murphy Police about allegations that a teacher molested a student two years ago. Todd Allen Reich was arrested yesterday. The 38-year-old teacher at Hunt Elementary in Murphy is accused of indecent conduct with a nine-year-old student on multiple occasions in 2009 and 2010. A nine-year-old says Reich fondled her at the school and threatened her if she reported it. Parents found out today that school officials knew about the allegations two years ago and only warned the gym coach to stay away from the alleged victim.

    Todd Allen Reich, 38, of Plano, was arrested Tuesday by Collin County Sheriff’s deputies for inappropriately touching the student, who was 9 years old at the time of the alleged abuse. The charges stem from several alleged incidents that occurred at Hunt, a Plano ISD campus in the city of Murphy, between December 2009 and February 2010, according to Reich’s arrest warrant affidavit. The coach began rubbing the victim’s back when she was in kindergarten, and he began moving his hand down to her “behind” while rubbing her back when she was in first grade, the affidavit reads. Reich then began touching the victim’s breast in his office and in a classroom when the two were alone, according to the affidavit. The coach is also described in the affidavit as making the victim touch his “private area” through his clothing on multiple occasions and threatening to kill her, her parents and her dog if she told any person about the abuse.

The meeting was held in an effort to reach out to parents following the second allegation of sex abuse against a Hunt teacher since 2010. Todd Reich, a coach accused of inappropriately touching a 9-year-old female student in his office and in a classroom, was arrested at the Murphy school Oct. 16. But parents who attended the meeting said few of their questions were answered, and it ended early after an impassioned parent raised his voice to demand Superintendent Richard Matkin tell parents how the district will prevent such incidents in the future.

    The Plano school district is putting safety measures in place after two incidents of suspected sexual abuse between a teacher and a student at a Murphy elementary school within two years. Last week, Todd Reich, a gym teacher at Martha Hunt Elementary, was arrested on suspicion of indecency with a child ... On Tuesday, parents of students at Martha Hunt Elementary ripped into administrators for not putting safety measures into place. Steve Cuny, a father of four students, said simple measures, such as more cameras and doors that allow people to look into rooms, were not in place in certain parts of the school. Plano Independent School District Superintendent Richard Matkin told parents in a letter that he had heard their concerns and that changes were on the way.

    In a letter dated October 26, Matkin shared changes that will implemented at Hunt after the arrest of physical education teacher Todd Reich on charges of indecency with a child. Reich is the second Hunt teacher to be arrested on similar charges in the last three years. In August 2011, former kindergarten teacher Joseph Garbarini was sentenced to 62 years in prison for similar charges.
    • Among the changes announced by Matkin will be the installation of 48 new surveillance cameras, giving the school a total of 88. All solid doors will have windows installed, and all door and window coverings will be removed from interior doors.
    • Changes will also be made to school's staff. A full-time assistant principal will be assigned to campus, the letter read. Additional counselors will also be stationed on campus and staff members will undergo additional training.
    • The final piece to the puzzle will be a third-party review of the district's human resources department to evaluate its current practices.

    Plano ISD has posted responses to questions submitted by parents at the community meeting held at Hunt Elementary last week regarding the arrest of a teacher accused of sexually abusing a 9-year-old student.

    Parents continued inquiries regarding prior allegations against Todd Reich, the teacher arrested Oct. 16 amid allegations he inappropriately touched the student. The district acknowledged allegations were made against Reich at the time of the alleged abuse but that they did not involve inappropriate contact with a student and the abuse was unknown to district and campus staff until his arrest.

    The district reiterated that there was no known "failure to report" by school personnel regarding the alleged abuse and that the original allegations against Reich did not warrant disciplinary action or notification of police or Child Protective Services, though the nature of those allegations has still not been made public.

    One parent asked why no disciplinary action was taken against Reich after former principal Linda Engelking asked Reich to stay away from the alleged victim prior to his arrest, a claim made in Reich's arrest affidavit. In response, the district wrote "appropriate action was taken based upon the information available at the time of the investigation."

    Plano ISD made a second attempt at directly communicating with parents regarding student safety following the arrest of a Hunt Elementary teacher last month for sexual misconduct with a student. The district hosted an all-day series of small group meetings Monday. Parents had to sign up for the meetings, which were closed to the public and media, at least five days in advance to attend. About 30 people signed up for the meetings, which the district promised would provide information from Superintendent Richard Matkin and the district's human resources, safety and security services, and campus services departments regarding district practices and protocols.

    Physical education teacher Todd Reich was arrested Oct. 16 amid allegations he had sexual contact with one of his students in late 2009 and early 2010. The allegations follow the May 2010 arrest of Joseph Garbarini, a kindergarten teacher at the same campus, who was sentenced to 62 years in prison last year for playing out sexual fantasies involving diapers with his students. One aspect of the case that remains shrouded in mystery is a sentence in Reich's arrest affidavit that states he was told to stay away from the victim by the campus' former principal, an order which he defied. Plano ISD and the Collin County Sheriff's Office, the agency that arrested Reich, both declined to give further details on that part of the affidavit.
