Teacher student sex incidents: This state has three times more cases KTRK in Houston reported Nov. 6 that the state of Texas was by far the biggest offender state when it came to incidents of teachers having sex with students. In fact, at the time of the report, Texas had logged an exact 100 cases of teacher sex cases.
