    Live 5 Investigates: Special Needs complaints, violations

    South Carolina has been labeled as “Needs Intervention” for IDEA Part C determinations for six years in a row, according to the 2016 Determination Letter of State Implementation. The state was labeled as “Needs Assistance” for at least two years in the US Department of Education IDEA Part B determinations. Through Freedom of Information Act Requests from the state and federal departments of education, we took a closer look at IDEA complaints and violations in school districts across the Lowcountry.
