Live 5 Investigates: Special Needs complaints, violations South Carolina has been labeled as “Needs Intervention” for IDEA Part C determinations for six years in a row, according to the 2016 Determination Letter of State Implementation. The state was labeled as “Needs Assistance” for at least two years in the US Department of Education IDEA Part B determinations.
