Volunteer teacher had previous molestation accusations

Due in part to a bizarre complication in the case, the accusations did not lead to a charge or arrest for Keizer resident Ivan Hallstead, and they were not disclosed during Hallstead's application process to be a volunteer in the Salem-Keizer School District. In April 2009, a family member through marriage accused Hallstead of molesting him about 20 times in a family home and showing him pornographic material, according to information from the Keizer Police Department. A police report said the alleged molestations occurred between 2004 and 2005, when Hallstead would have been 15 or 16 and the accuser was 11 or 12.

    ...

The accusations surfaced after the family member shared his stories with his therapist, who reported them to the Marion County Juvenile Department. The case was turned over to the Keizer Police Department. The Marion County District Attorney's Office decided to take no action on the case in December 2011, citing "insufficient evidence for conviction." The report said Hallstead denied the accusations, and there was "a lack of corroborating evidence," according to deputy district attorney Katie Suver. However, a third factor in the DA's decision was that, around the time the accusations were reported the accuser himself had been convicted of molesting another family member.

Ivan Hallstead, 24, of Keizer appeared before Judge Janet Klapstein Wednesday. His lawyer, Jessica O Kampfe, requested to have his hearing postponed until March following an evaluation.

This is not the first time Hallstead has been accused of a sex-related crime. According to information from the Keizer Police Department, in April 2009, a family member through marriage accused Hallstead of molesting him about 20 times in a family home and showing him pornographic material. A police report said the alleged molestations occurred between 2004 and 2005, when Hallstead would have been 15 or 16 and the accuser was 11 or 12.
