    'Intent to conceal' abuse increases offense to felony status

    Texas teachers or anyone who receives a license from the state must report suspected child abuse or neglect within 48 hours. They can't delegate that responsibility and, beginning in May 2015, had to undergo training about it. Failure to report suspected child abuse or neglect is a class A misdemeanor, said F. Scott McCown, the director of the Children's Rights Clinic at the University of Texas at Austin. To convict, prosecutors must prove beyond a reasonable doubt the teachers knowingly did not report it.
