    Langley Elementary School Teacher Charged with Sexual Assault

    LANGLEY, BC: Deborah RALPH, 57, of Langley, BC has been charged with one count of sexual assault and one count of sexual interference.​

    Deborah RALPH is a teacher with the Langley School District, and the charges relate to allegations made regarding incidents occurring from December, 1998 – June, 2001.​

    The victim contacted Langley RCMP on November 8th to advise he had been sexually assaulted by RALPH, while he was a student in elementary school. RALPH had previously been the victim’s teacher, but was not at the time of the offences.​

    “These allegations are extremely serious in nature, and the Langley RCMP Serious Crime Unit launched an investigation as soon as the matter was brought to our attention,” said Superintendent Derek COOKE, Officer in Charge, Langley RCMP Detachment.​

    Deborah RALPH was arrested on November 9th and on December 1st Surrey Crown Counsel approved the following charges against RALPH: Sexual Assault contrary to Section 271(1) CC and Sexual Interference contrary to Section 151 CC.​

    Deborah RALPH was released on conditions on November 10th. These conditions prohibit her from having contact with the victim, certain former students and any person under the age of 16 years.​

    Deborah RALPH taught at James Kennedy Elementary School from September, 1987 until June, 2010. She has taught at Langley Fundamental Elementary School from September, 2010 until the present. RALPH was removed from her teaching duties on November 9th, 2011 as soon as the RCMP’s concerns were brought to the attention of the Langley School District.​

    Investigators are continuing their efforts to determine if there are any further victims and have already conducted many interviews in regard to the allegations against RALPH. If you suspect your child may have been victimized, it is requested that you not attempt to interview your child. The RCMP has support personnel and specially trained investigators to interview children when conducting investigations of this nature.​

    Concerned parents are asked to contact the Langley RCMP where you will be put in touch with a Serious Crimes investigator who will determine whether or not your child needs to be interviewed. There are serious concerns for contamination when it comes to a child’s recollections of a particular event or incident. If parents have any concerns that there could be incidents the police are not aware of involving Deborah RALPH, please contact the Langley RCMP at 604-532-3200.​

    Langley RCMP Client and Victim Support Services continue to provide any and all necessary support to persons impacted by this investigation.​

    A Langley teacher facing charges of sexually assaulting a former student will go to trial on Feb. 19 next year. Deborah Ralph, a former James Kennedy and Langley Fundamental Elementary teacher, will appear in court for what is expected to be a two-day trial, starting on Feb. 19 in Surrey's courthouse. Ralph was arrested a year ago, on Nov. 8, 2011, after an alleged victim came forward to police. The alleged assaults took place more than 10 years before, from 1998 to 2001, police said. The student had been in Ralph's class, but he was not her student at the time of the assaults. He was "elementary school aged" at the time, police said ...

    A former elementary school teacher from Langley who pleaded guilty to sexually touching an 11-year-old boy has been handed a conditional sentence. Deborah Marion Ralph must spend 18 months confined to her home followed by six months under curfew, a New Westminster Supreme Court Justice ordered Thursday. She also must complete 200 hours of community service.

    A psychiatric report presented to the court said Ralph’s behaviour was not consistent with that of a predatory pedophile, but of someone who believed to be in a consenting romantic relationship. It said Ralph fell into a category of female sex offender known as “teacher/lover.”

    Ralph pleaded guilty to one count of sexual interference in February.
