    Feds: Former Lower Merion teacher traveled to Philippines for sex with minors


    Handcuffs, women’s underwear, and two notebooks filled with names of more than 70 underage girls were among items found in a Philippines hotel room rented to a former Montgomery County high school teacher who was charged Monday in Philadelphia with traveling overseas to have sex with minors.

    U.S. prosecutors say that Craig Alex Levin, 63, of King of Prussia, was arrested May 24 in Cebu, Philippines, in the company of a 15-year-old girl he was taking to his room.

    The girl later told investigators in that country that the retired educator had paid her for sex on three occasions over the last two years, offering her everything from $20 per session to chocolate and a bar of soap, according to the criminal complaint filed in his case. She also alleged that Levin had helped her obtain a fake ID to get past hotel security guards cracking down on the region’s prolific trade in sex tourism involving underage girls.

    Investigators believe that the teen was only one of several girls whom Levin sought out over Facebook for illicit photos or liaisons during his frequent trips to the island nation.

    Another 15-year-old girl has told Philippine authorities that she had sex with Levin several times after a teenage friend put her in touch with him over Facebook, the complaint says.

    The notebooks found in his room listed the names of dozens of others, ranging in age from 12 to 17, each with annotations next to their names apparently ranking them numerically based on characteristics such as face, body, personality, and age, authorities said.

    The case emerged from a joint investigation by the FBI, the Washington-based human rights organization International Justice Mission, the Philippine National Police, and other Philippine agencies.

    But the U.S. Attorney’s Office in Philadelphia would not say Monday whether Levin had been returned to the United States to face the charges filed against him here or whether he will remain in the Philippines until the case against him there is resolved.

    It was unclear whether Levin had retained a lawyer.

    Amy Buckman, a spokesperson for the Lower Merion School District, said Levin had been fired in 2007 after a 20-year career with the district, having taught at both Lower Merion and Harriton High Schools.

    “The district learned that he had inappropriately used district internet resources and had job performance issues,” she said in an email. “LMSD immediately referred Levin’s conduct to law enforcement authorities. The district is not aware of victimization of any LMSD students by Mr. Levin.”

    State records indicate that he allowed his teaching license to expire in 2008. But court filings do not show whether Levin was charged with a crime at the time. Buckman declined to elaborate on what led to his termination, saying it was a personnel matter.

    She noted that the man charged Monday is not Craig R. Levin, who was employed by Lower Merion High School as an ice hockey coach between 2014 and 2017.

    American ‘pedophile’ arrested

    A CONDOMINIUM unit in Barangay Cogon Ramos, Cebu City, rented by a suspected American pedophile was raided by agents of the Women and Children Protection Center-Visayas Field Office on Friday afternoon, May 31, 2019.

    The authorities were armed with a search warrant issued by Judge Ramon Daomilas Jr. of the Regional Trial Court 7 Branch 11, Cebu City against Craig Alex Levin, 63, a resident of Coates Lane King of Prussia Pennsylvania, United States of America.

    He was arrested last May 24 at around 5 p.m. inside the condominium lobby after he was seen accompanying a minor.

    The suspect allegedly comes to the Philippines on a regular basis and stays for a month before leaving for the United States again.

    “We were able to monitor that this guy, thru referral from the FBI, that every time he comes to the Philippines, his contacts are minors,” Police Captain Niño Lawrence Ibo, Deputy Chief of the WCPC Visayas Field Unit, said.

    Ibo said Levin arrived in Cebu City on May 8, 2019, but on May 20, they received a referral from the Federal Bureau of Investigation (FBI) about the illegal activities of Levin.

    He was immediately placed under surveillance and found to bring young girls inside his condo unit.

    Levin is facing charges of violation of Republic Act 7610 or the Child Abuse Law and RA 10364 or the Qualified Human Trafficking Act.

    Ibo said they were able to talk to some of the victims of Levin who confessed to police that the suspect brought them to the condo unit where he engaged them in sex and took videos of the sexual acts.

    Because of the information, they suspected that Levin left the photos and videos of the young girls, which prompted them to go to court to seek a search warrant.

    Inside the condo unit, authorities recovered several credit cards, condoms, a pair of handcuffs, which the suspect allegedly used when he engaged in sexual activities with his victims.

    Police also recovered children’s underwear, which according to the suspect, he would give to a friend.

    They also retrieved an iPhone, a MacBook, which authorities will place under forensic examination with the Anti Cyber-Crime Group 7.

    “There is nothing illegal here, no drugs. The clothes, that’s for my friend. I don’t know what they are doing,” Levin said.

    Police also recovered a notebook containing the alleged names of women, with their corresponding age, and how much money he was able to give each of them.

    The suspect though denied he abused the girls who were listed in the notebook.

    The owner of the condo unit, who requested not to be named, said the suspect had been in the condo for a week and he was a regular guest every time he visited Cebu City.

    He said he did not notice anything unusual as the suspect paid his rent using his credit card regularly.

    “Ang iyang gi book online katong usa nako ka unit, pero occupied man. Mao to gi transfer namo siya diri. Ganahan siya diri. Mao to nga diri na na siya permi.     Montgomery County Man Indicted for Traveling to the Philippines to Have Sex with Children


    PHILADELPHIA – United States Attorney William M. McSwain announced that Craig Alex Levin, 64, of King of Prussia, PA was charged by Indictment with child exploitation offenses related to his travel to the Philippines. The Indictment was filed in December 2019 and unsealed today. The defendant is currently in custody in the Philippines and awaiting deportation back to the United States.

    Levin was originally charged through a Criminal Complaint and Warrant in July 2019. The Indictment unsealed today alleges that the defendant used the internet to persuade, induce, entice and coerce a child into sex trafficking (count one), and that he travelled internationally from the United States to the Philippines for the purposes of engaging in illicit sexual conduct with minor children (count two).

    “As alleged in the Indictment, the defendant is a dangerous predator who targeted vulnerable children in a foreign country. This is reprehensible,” said U.S. Attorney McSwain. “Indeed, at the time of the defendant’s arrest last year in the Philippines, he was escorting a 15 year-old girl to his hotel room. Holding child sexual offenders accountable, no matter where they prey on children, will continue to be a top priority of my Office and the entire Department of Justice.”

    “Craig Levin felt safe in the Philippines. He traveled there repeatedly, stayed for months at a time, and sexually exploited numerous underage girls, as alleged,” said Tara A. McMahon, Acting Special Agent in Charge of the FBI’s Philadelphia Division. “If Mr. Levin thought no one in the U.S. would know or care about the abuse because it took place on the other side of the world, he was badly mistaken. Child sexual exploitation is abhorrent anywhere, and the FBI won’t hesitate to go after these offenders wherever we find them. Protecting vulnerable underage victims and aggressively investigating predators who prey on them continues to be one of the FBI’s highest priorities.”

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     If convicted, the defendant faces a maximum possible sentence of lifetime imprisonment with a mandatory minimum of ten years, lifetime supervised release, a $500,000 fine, and an additional $10,000 mandatory special assessment.

    The case was investigated by the Federal Bureau of Investigation, and is being prosecuted by Assistant United States Attorney Daniel Velez.

    An indictment, information, or criminal complaint is an accusation. A defendant is presumed innocent unless and until proven guilty.

    Former Lower Merion High School teacher pleads guilty to child exploitation charges

    Aretired teacher from the Lower Merion School District has plead guilty to charges of child exploitation involving multiple minors in the Philippines, U.S. Attorney Jacqueline C. Romero said on Wednesday. Craig Alex Levin, 66, of King of Prussia, was first arrested in 2019 by authorities in Cebu, Philippines, after he was seen taking a 15-year-old girl to a hotel room he'd been renting during back-and-forth trips to the country. When police searched his hotel room, they discovered handcuffs, women's underwear and a notebook filled with the names of more than 70 underage girls.
