    Attention lawmakers and state officials: Here are some ways to improve NJ's school bus safety

    New Jersey taxpayers pour about $1.5 billion into school transportation costs annually, most of it going to private carriers charged with getting students safely to and from their schools. However, a monthslong investigation by the USA TODAY Network uncovered a number of loopholes that allow rogue operators to exploit the system when they get into trouble simply by reconstituting their businesses under another name, a practice that has endangered children in their care and in some cases ended in death.
