53-year-old Paul E Hochschwender of Broomall is charged with institutional sexual assault, indecent assault on a person less than 13 years of age, and corruption of minors. Hochschwender is accused of groping the two girls inside a classroom at the Darby Township Elementary School. Authorities are also investigating a third incident involving a girl who is now 14 who claims she was molested by Hochschwender two years ago. The girl says she reported the assault to school officials at the time, but police claim they were never told.​

A Delaware County teacher has been charged with inappropriately touching two second-grade pupils and a third student, officials announced Wednesday. ​

Paul Hochschwender of Broomall, a second-grade teacher at Darby Township School, also is under investigation in at least two other cases, officials said ... [District Attorney Jack] Whelan said that in addition to the alleged incidents involving the second graders, the third involved a girl, now 14, who told a principal two years ago that Hochschwender had grabbed her buttocks. Authorities were trying to figure out why that was not reported to investigators.​

All of the touching was done on the outside of the children's clothing, Whelan said.​

 

Delaware County Daily Times: Darby Township teacher accused of sexual assaulting students (Mar 12 2014)

Authorities learned of the alleged sexual abuse after the mother of one of the victims went to Darby Township police on March 6, a day after the alleged incident occurred, according to the affidavit of probable cause written by county Detective Mark Bucci, township Detective Scott Dickson and Officer Dan Fynes. The first alleged victim, a 7-year-old girl, was interviewed at the Children and Youth Services Sexual Abuse Center on March 6. The child told investigators that she understood the difference between touches that are OK and those that are not. She then told investigators her teacher, Mr. Hochschwender, “grabbed my” and pointed to her vaginal area, the affidavit states. When asked what it was that she told her mother, the girl responded, “Touched my thing down there,” according to the criminal complaint. The girl also said that the incident occurred at school in her classroom and that Hochschwender “put one hand on her should and the other between her legs, pressing hard on her ‘pee pee,’” according to the affidavit. The child went home and told her mother what had happened. During the interview, the child also allegedly said Hochschwender would pick her up, as well as other children, and would touch their buttocks while doing so.​

Investigators met with another alleged victim, also age 7, the same day. The child also identified touches on “private parts” as not OK touches. When asked about something happening at school, the alleged victim said that Hochschwender had touched “one of my bad places,” the affidavit states. The alleged victim identified the body parts that were allegedly touched by Hochschwender by placing an “X” on an anatomical drawing. ​

County Investigator Sgt. Robin Clark interviewed a 14-year-old girl who was in Hochschwender’s fifth-grade classroom two years ago. The alleged victim told Clark that Hochschwender had touched her on the buttocks while she was in school, the affidavit states. She said she went home and told her father about the inappropriate contact. Her father in turn went to the school principal, reported the alleged incident and provided a written report, the affidavit states. The third victim also provided a written statement to the school principal along with a list of names of other students who were inappropriately touched by Hochschwender, according to the court document. The district attorney said investigators are looking into the allegation that a school official failed to report the allegations to law enforcement, as required by law.​

Fifty-four-year-old Paul Hochschwender of Broomall was arraigned Wednesday on charges of institutional sexual assault, indecent assault on a person younger than 13, and corruption of minors. Hochschwender is accused of groping the girls inside a classroom at the Darby Township Elementary School. He has been a teacher there for nine years.​

Paul E. Hochschwender, 54, of the 2900 block of Pennview Avenue in Broomall turned himself in Wednesday morning and was charged with inappropriately touching students, corruption of minors and sexual assault, according to Whelan. Hochschwender, a second grade teacher at Darby Township Elementary, was charged following an investigation into reports that he touched a 7-year-old girl's private parts while she was seated at her desk. The young victim told police that her teacher put his hand on her shoulder before touching her vagina and that he would often pick her up, hold her close and touch her behind.​

She also told investigators that she saw Hochschwender touch a classmate in a similar fashion. That girl, who is also 7 years old, confirmed she was touched "in not a good place," Whelan said.​

A third victim also emerged during the investigation. She says that two years ago, Hochschwender touched her butt while she was standing at her locker. She reported the incident to the school principal at the time, according to Whelan.​

Paul E. Hochschwender, 54, was arrested Wednesday afternoon following an investigation into groping allegations by a 7-year-old student at Darby Township Elementary School, NBC10 reported. The girl told her parents about the inappropriate touching in early March, also indicating a second girl had been groped by the second-grade teacher. A 13-year-old girl also reportedly came forward to tell investigators she had been groped by Hochschwender two years ago ... Hochschwender is charged with inappropriately touching students, corruption of minors and sexual assault. He is free on bail.​
