A Loudoun County Public Schools teacher has been charged after she was involved in an inappropriate relationship with a juvenile student at Park View High School, Loudoun County Sheriff's Office officials said. Kimberly L. Winters, 32, of Sterling, was arrested Friday and charged with indecent liberties by a custodian. The charge stems from an alleged sexual relationship between Winters and the juvenile victim that occurred between September and November 2017, according to the LCSO.
