Heath Lane Burns, 41, superintendent of Abilene ISD, Abilene, Texas, accused by Police Chief Stan Stanbridge of hindering & obstructing investigations of sexual abuse by teachers

Abilene police allege AISD interference in teacher sex case; Superintendent Burns denies accusation

Heath Burns, superintendent of the Abilene Independent School District, reportedly tried to obstruct a police investigation into the alleged sexual assault of a student, according to a court document obtained Friday by the Reporter-News. In the search warrant filed this week in 350th District Court, a police investigator wrote that Burns directed an AISD staff member to remove computers from the office of Michael Trook, a Holland Medical High School dean who was arrested this week in connection with a sexual relationship he reportedly had with a student.

    ...

In the affidavit, an investigator wrote that Burns was aggressive and argumentative with officers who were overseeing the execution of a search warrant and that Burns refused to turn over evidence to police when asked.

Abilene PD continues investigation into teacher-student relationship

The Abilene Police Department executed two search warrants in relation to the Michael Trook teacher-student sex case on Friday, as it continues to look into this week's allegations. Police Chief Stan Stanbridge says that social media posts suggest that Trook's behavior was "common and possibly known by others," and the department will work to verify the accuracy of these statements. Trook, an Amarillo native, was arrested Wednesday after allegedly having sex with a student. He was the Dean of Health Sciences at Holland Medical High School. Trook admitted to the acts to AISD (Abilene) leaders on Wednesday, saying they happened on or around Dec. 10 in his office on campus. He then resigned and was later arrested.

AISD, APD relations sour further after new sex assault charge

A police search warrant filed last month in district court alleged that AISD Superintendent Heath Burns obstructed an investigation into Trook’s actions. Among the charges made in the affidavit were that Burns had instructed staff to hide physical evidence from investigators serving the warrant and that he was “aggressive” with officers.

In the subsequent weeks, the relationship between Burns and Abilene Police Chief Stan Standridge soured further. At one point, Standridge said he had “firm knowledge” that Burns or members of his staff interfered with the police investigation. The issue came to a head during a news conference Tuesday, where Standridge said Burns did not apprise him of information that could have prevented the sexual assault of another student.

Four employees at Texas school district subject of police investigation into relationships with students

“Let me be perfectly clear. I have a personnel complaint related to the performance of Dr. Heath Burns,” Standridge said at a Tuesday press conference. “Instead of involving the police department, he chose to interview the teacher.” The teacher at Abilene High School, Breanne Browne, 30, was arrested this week for sexually assaulting a 16-year-old at least 10 times. The assaults continued during the holiday break even after Burns discussed the matter with Brown, police believe.

    ...

Former Holland Medical High School administrator Michael Trook, 29, allegedly confessed to having sex with a student in December. [Abilene Police Chief] Stanridge also took offense to not being allowed to attend the school board’s executive session this week to discuss Trook’s case. During the board’s public session, school officials voiced concerns over Trook’s charging documents, which [Superintendent] Burns said were “riddled with errors and inaccuracies," according to KTAB-TV. “Our community has been shaken to the core,” Burns said Tuesday. “Making the matter worst is the appearance of a rift between Chief Standridge and me (sic).”

Trook resigned shortly before his arrest on felony charges of improper relationship between a teacher and a student last month. KTXS-TV reports Trook allegedly sent photos of his genitals to a student.

Police chief blasts school superintend for trying to cover up after FOUR teachers were accused of having sex with students
    • Police arrested school dean Michael Trook last December amid sex claims
    • He has since admitted to having sex with girl, 17, in his office at school
    • Cops then probed three more staff and arrested teacher Breanne Brown
    • They say school super Harry Burns spoke to staff before calling officers
    • Police chief accused Mr Burns of cover-up and of impeding investigations
A senior Texas police officer has accused a school superintendent [Heath Burns] of trying to cover up allegations that four teachers had sex with pupils by investigating the crimes himself ... On Tuesday this week Breanne Brown, 30, a teacher at Abilene High, was also taken into custody amid allegations she had sex with a 16-year-old pupil on ten separate occasions. However, police have since alleged that Brown was interviewed by Mr Burns about her behaviour months before they caught up with her. They say the intervention by Mr Burns shows he was trying to cover up the offences, and did nothing to stop her crimes, as she allegedly carried on her tryst with the student.

    ...

At the time of [Michael] Trook's arrest Mr [Superintendent] Burns said he was 'looking forward to working closely with Abilene police' to get to the bottom of the allegations, but relations have since broken down. Tempers first flared in public on December 20 when cops tried to raid two school premises linked to Trook's arrest. Papers filed at the time reveal cops were after a cell phone that allegedly contained pictures of Trook's genitals sent to the victim, and computers on the school campus. However, shortly after the raids Mr [Abilene Police Chief] Stanridge issued a statement saying his officers had been barred from removing evidence by Mr Burns, and that his investigation was being hampered.

More search warrants served in AISD's student-teacher sex case

Abilene police detectives have served two more search warrants in the investigation of AISD administrators accused of obstructing a police probe into teacher-student sex allegations. A search warrant for a cellphone and tablet belonging to former AISD Superintendent Heath Burns was executed at Burns’ home on Friday morning, an investigator told the Reporter-News. A search for a cellphone belonging to AISD attorney Mark Neal was executed on Wednesday.

According to the documents, detectives were looking for emails, text messages, call logs and voicemails on the devices in connection with Breanne Brown, a former English teacher accused of having sex several times with a 16-year-old male student. In January, Burns was accused of not promptly reporting information to police, which they say could have prevented one alleged sexual encounter between Brown and the student.

Ex-Abilene ISD leader Heath Burns to receive $407,500 under agreement

    4 Feb 2015

Ex-Abilene ISD Superintendent Heath Burns will receive $407,500 under a resignation agreement reached with the AISD board. Burns, who resigned Tuesday as police continue to investigate a series of alleged improper employee-student relationships in Abilene ISD, had four years remaining on his contract – at a value of $1.2 million, AISD Board President Danny Wheat said in a news conference Wednesday.

    ...

According to [AISD Board President Danny] Wheat, a closed session discussion between the Board of Trustees and Burns on Monday resulted in Burns resignation. The meeting occurred during the board's evaluation process of Burns. Wheat said he wouldn’t discuss the factors that led to Burns stepping down. He said it was a mutual agreement. Burns had served as superintendent in Abilene ISD for nearly five years.
