Galveston Police Put Black Man on a Leash

According to a Galveston Police Department press release, Donald Neely, 43 year old Black man, was arrested for Criminal Trespass. Nothing newsworthy about that but what is newsworthy is the manner in which Donald Neely was taken into custody. An image captured by a bystander shows Donald Neely being led by a leash with one of the Galveston police officers holding the other end of the leash as he rides on horseback.
