Atlantic County Prosecutor's Office Press Release (Apr 12 2012): A Hammonton school bus driver has been arrested for sexually assaulting an 8-year-old girl, Atlantic County Prosecutor Ted Housel announced today. It is alleged that on the afternoon of Tuesday, April 10, Hugo Sandoval, 58, who is employed by Student Transportation of America, a company contracted by Folsom Elementary School District, was finishing his bus route with one stop remaining, when he pulled over his bus of the side of Eighth Street in Hammonton. At that time, there were two children remaining on the bus; the victim andher 5-year-old brother. It is further alleged that Sandoval asked the boy to go to the rear of the bus and then proceeded to sexually assault the girl, who was seated in the front. Following the incident, the victim reported the assault to her mother who then contacted the Hammonton Police Department. Consistent with Atlantic County Prosecutor’s Office protocol, Hammonton Police Department Detective Joel Frederico initiated a joint investigation with the Atlantic County Prosecutor’s Office Crimes Against Children Unit, which resulted in Sandoval’s arrest. This morning, members of the Atlantic County Prosecutor’s Office and the Hammonton Police Department arrested Sandoval at his apartment located on Twelfth Street in Hammonton. Sandoval has been charged with first degree aggravated sexual assault, second degree sexual assault and third degree endangering the welfare of a child. Sandoval was taken into custody and lodged at the Atlantic County Justice Facility on $150,000 cash bail set by Superior Court Judge Kyran Connor. Aggravated sexual assault, a crime of the first degree, carries a maximum sentence of 10-30 years in New Jersey State Prison and up to $200,000 in fines. ***These charges are merely an accusation and not proof of guilt. Instead, he had her record a statement. In it, the girl addressed Sandoval, telling him she had thought he was a nice man who bought her things. “Now I know that you’re not a nice person and all these things were tricks to do what you did to me,” she said.The girl told how Sandoval put his hands up her shirt and down her pants, but that she did not speak out at first because she felt weird. She told another student that Sandoval was going to buy her something for her birthday, and that girl warned her to be careful because Sandoval had done something to a friend. Then, on April 10, 2012, he sent her brother to the back of the bus, pulled down her pants and asked her whether she had ever seen her parents have sex.Sandoval admitted to the assault as part of his plea agreement. But, according his pre-sentencing report, he minimized his actions and changed his story several times when being evaluated by an expert, Chief Assistant Prosecutor Pam D’Arcy said. Sandoval’s wife, three adult children and pastor spoke at length about all the good Sandoval has done, and wept loudly at the sentencing. But that “pillar of the community” is not who he was, D’Arcy said. Instead, he is a convicted sex offender who illegally entered the country in 1976, and was twice arrested for smuggling people into the country. He was fined and given probation for that.
